2016年5月4日、国土安全保障省（DHS）は、特定の米国移民局（USCIS）申請料の値上げ提案を発表しました。申請料の増価額は概ね8〜60パーセントの範囲です。しかし、EB-5グリーンカードプロセスに関連する申請料は145から186パーセントまでの範囲の増加となっており、最も顕著な増額案となっています。提案された増加の理由は、USCISが提供するサービスの総費用を補うためです。 最後にUSCISが申請料を増額したのは２０１０年１１月２３日でした。

上記一覧表が示すように、DHSが提案する新料金で重要なのはApplication for Regional Center under the Immigrant Investor Pilot Program 申請フォームI-924の補足フォーム であるI-924Aの申請料金です。このフォームは、雇用に基づく移民ビザ、第五優先（EB-5）カテゴリに使用されます。現在は申請料金 が不要な申請書ですが、新たな提案料は$ 3,035となります。さらに、これに伴い移民局は現在のフォーム名I-924Aから「Annual Certification of Regional Center」への変更も提案しています。
